Preconstruction Approved For Public Safety Center Project




The Raleigh City Council on Oct. 7 approved a contract amendment with construction manager at risk (CMAR) Clancy Theys/Archer Western for preconstruction work for the Clarence E. Lightner Public Safety Center.

The amendment will allow for early design of the construction shoring system for excavation of the public safety center’s basement area. The early shoring design will allow the timely sequencing of plan review by the State of North Carolina Department of Insurance during planning for early demolition and foundations bid packages. In addition, a mock-up of the special building exterior finishes of zinc metal and terra cotta panels on a masonry support structure will be constructed to provide a basis for exterior materials selection.   

The Clarence E. Lightner Public Safety Center will be a state-of-the-art facility of 16 stories and approximately 302,000 square feet on the corner of Hargett and McDowell streets. Sitting on what is currently the site of the City of Raleigh Police Department headquarters, the public safety center will enhance the City’s ability to consolidate public safety operations and other local government offices and functions in one location.

The public safety center is a construction management at risk project (CMAR). The CMAR team is a joint venture of Clancy & Theys Construction Company and Archer Western.
