Council Approves Special-Use Permit For Cardinal Gibbons Stadium


The Raleigh City Council voted unanimously Sept. 2 to approve a special-use permit for a 2,980-seat outdoor stadium at Cardinal Gibbons High School.

Cardinal Gibbons wants to add 1,980 seats to its existing 1,000-seat outdoor stadium. The additional seats required the school to obtain a special-use permit from the City Council. Council members conducted an evidentiary hearing on the request at its evening session on Sept. 2 and subsequently concurred with City staff’s eight findings of fact regarding the project.

The findings of fact are:

  • The 2,980-seat stadium and the activities it is to host will not have a substantial adverse impact on surrounding properties, including without limitation stormwater, dust, smoke or vibration;
  • The practical limits of public facilities and services --- such as stormwater, water and sewer, streets, fire, public safety and trash collection --- are considered and respected;
  • The traffic generated to and from the stadium will not create unsafe or inefficient parking, loading, or vehicular and pedestrian circulation;
  • The visual separation of buffers are provided, which lessen the perceived height and bulk of the stadium as seen from nearby neighborhoods;
  • Properties near the stadium are protected from sound amplification and lighting;
  • The stadium and the activities held at the facility will not be injurious to property or improvements in the affected area;
  • Off-street parking for the expanded stadium complies with City code; and,
  • The stadium is not located in a primary watershed protection area.
