City Council Receives Schematic Design For Clarence E. Lightner Public Safety Center


The Raleigh City Council received a presentation on the schematic design of the Clarence Lightner Public Safety Center and the Avery C. Upchurch Government complex.

The Clarence Lightner Public Safety Center will be a 16-story 302,000 square-foot building that will serve as a consolidated headquarters for the City of Raleigh Police Department, Fire Department, Raleigh-Wake 911 Center, and the City's Information Technology Department. The presentation also included a brief review of a revised master plan for the phased construction of three future office buildings, a parking deck and City Council chamber for the Avery C. Upchurch Government Complex, projected  to be needed to consolidate downtown City staff on this block by 2027. 

The City intends to seek certification of the public safety center as a Leadership in Energy and Environmental Design (LEED) Gold project with the United States Green Building Council. LEED certification distinguishes building projects that have demonstrated a commitment to sustainability by meeting the highest performance standards. The building will use natural light as much as possible, photovoltaic panels to generate some of the electricity needed, recycle storm water for cooling and minimize use of potable water. The project's LEED program also includes recycling building materials and using local and recycled materials when possible.
Kling Stubbins/Cherry Huffman is providing design work and other professional services for construction of the public safety center.
The City council previously approved the purchase of an office building at 6716 Six Forks Road for $6.23 million to serve as a temporary location for the Raleigh Police Department headquarters during construction of the Clarence E. Lightner Public Safety Center.
