Community Development
The Community Development Department provides affordable housing for Raleigh residents and improves the living conditions in the City's Redevelopment Areas. This Department strives to improve the availability, affordability, and quality of housing in Raleigh. The Department provides financial assistance for affordable housing throughout the City, usually through partnerships with other funding sources. Local partners include Wake County Housing Assistance, DHIC, Habitat for Humanity, Passage Home, Raleigh Housing Authority, Resources for Seniors, Firm Foundations, CASA, and the NC Housing Finance Agency. Several times a year the Department issues Requests for Proposals to provide funds for housing developers.
The Department also undertakes neighborhood revitalization activities to improve the City's older neighborhoods. Sources of funding are the U. S. Department of the Housing and Urban Development (HUD), City of Raleigh local funds and a Housing Bond. CD supports the City/County Ten Year Action Plan to End Homelessness.

Public Hearing for State Street Project: A Public Hearing is scheduled for December 2, 2008 at 7:00 pm at the Raleigh City Council Chambers located in the Raleigh Municipal Building at 222 West Hargett Street to discuss the sale of up to 25 lots by private sale (NCGS 160A-457) to Builders of Hope, Inc. for $28,160 per lot. Builders of Hope, Inc. is proposing to relocate and rehab houses to be sold to first time home buyers, 70% of whom must be low and moderate income households. The subject lots are located in the State Street Redevelopment Affordable Housing Project which is in the Garner Road Redevelopment Area.

State Street infrastructure project formal bid:
Construction documents can be picked up at the CD Department office. There is a $50 non-refundable fee. An on site pre-bid meeting will be held at the corner of State and Bragg Streets at 1 pm on December 3. Sealed bids are due at 10:00 am December 17. The Affordable Housing Task Force will have its next meeting on Monday, November 17 at 4:00 pm in Room 305 of the municipal building, 222 W. Hargett Street. Dr. Tyler Mulligan of the Institute of Government will speak about inclusionary zoning and the legal structure under NC law.

- Households needing significant rehabilitation assistance

The City follows Federal guidelines as well as the following principles:
- All City residents should have access to affordable, decent, safe, and sanitary housing
- The City should maintain an ongoing partnership with the private sector and continued intergovernmental cooperation with County, regional, and state governments
- Affordable housing must be made available throughout the City of Raleigh
- Raleigh’s housing and community development programs emphasize neighborhood revitalization to encourage neighborhood stability and preservation of existing housing stock
