Charrette Results

On September 16, 2003 the Raleigh City Council approved a process for selecting a master developer who would assist the City with efforts to redevelop some areas of downtown near the convention center, particularly 6 city-owned sites in the southern end of the downtown core. In the original concept a "master developer" would be selected to plan, coordinate and market properties in the convention center area to potential investors. The City issued a request-for-qualifications (RFQ) to recruit candidates for the master developer position. Responses to the RFQ have identified four developers interested in participating (see column left). 

Discussions with these candidates have yielded a need to pursue a more complete plan for the Fayetteville St. corridor south of the existing Sheraton, as well as a clear identification of potential projects to support the Livable Streets Plan around the Convention Center and the Progress Energy Center for the Performing Arts.  On April 20, 2004 City Council voted to move ahead with the new process, and hired consultants HDR / Dover Kohl and Hunter Interests, Inc. to prepare a strategic development plan (large PDF file!) after a series of stakeholder interviews and a design charrette.  This plan was presented to City Council on November 16, 2004, and was approved December 7, 2004.

A design charrette was held September 13-16, 2004.  Meetings were held with individual stakeholder groups and general sessions were organized to invite the public to discuss possibilities and concerns about the development of the south end of the downtown core.  Discussions were held about supportable programs for the 6 City-controlled sites in this area, about linkages to the rest of downtown and the surrounding neighborhoods, about the future of the Fayetteville Street corridor south of the terminus of the City's phase 1 Fayetteville Street renaissance program.

  • February 2008 - Site 1 Parking agreement approved - project under construction.
  • September, 2006 - City Council approves development agreement with developers of Site #1
  • June, 2006 - City Council approves Memorandum of Understanding with Empire Properties for development of City Site #4.  The project will be a mixed-use boutique hotel / condo/ restaurant project with a rooftop pool and bar with views of the downtown skyline.
  • May, 2006 - City Council approves Memorandum of Understanding with TMC Development LLC for development of City Site #1.  The project will be $130 million mixed use development with two towers, 290,000 square feet of office, 50,000 square feet of retail and 150 residential condominiums.
  • August 1, 2005 - After meetings with teams, continued discussions will take place with one team for each site:  Empire Properties on Site 4 and the East-West/Craig Davis/White Oak team on Site 1.  Draft Memoranda of Understanding (MOU) will be prepared for each site and presented to City Council in the Fall.
  • June 17, 2005 - 3 proposals received on each site.  Staff consideration and negotiations will take place over the next couple of months
  • February 15, 2004 - City Council authorizes issuance of RFP for development of sites 1 and 4 on March 14.
  • December 7, 2004 - City Council authorizes preparation of RFP for development of sites 1 and 4, extends contract of Hunter Interests to assist with this process, approves contract with Kimley-Horn to provide engineering design for conversion of Lenoir and South Streets to two-way, authorizes issuance of RFQ for overall downtown parking study update, and approves demolition of entire existing convention center at one time.
  • November 16, 2004 - City Council receives report on recommendations resulting from process - refers recommendations to Comprehensive Planning Committee.  See presentation (large PDF file)
  • September 16, 2004 - Report on results of charrette made at Raleigh Convention and Conference Center.  Recommendation is to pursue high end residential, health club, restaurant / retail, downtown library, "boutique" hotel project, major public open space just north of BTI Center, market rate apartment project.  See results here.
  • September 13-16, 2004 - Design charrette underway in Room C Conv. Center
  • August 4-5, 2004 - Consultants meet with stakeholder groups about opportunities and challenges in the Convention Center area.
  • July 6, 2004 - City Council approves consultant contracts.  Preliminary schedule developed (see sidebar left)
  • May 18, 2004 - City Council chooses HDR / Dover-Kohl as urban design consultants, and Hunter Interests as development / real estate consultants.

  • April 20, 2004 - City Council approves new process, RFPs distributed
  • April 6, 2004 - Staff recommendation to City Council suggests pursuing a strategic plan to identify specific projects to be undertaken by developers in the Cultural / Convention District of downtown Raleigh surrounding the new Convention Center and BTI Center for the Performing Arts.  2 consultants are recommended, a planning / design consultant and a real estate / development consultant to help plan the area around the southern end of the Fayetteville St. Corridor and around the CC and BTI Center, and identify feasible development projects that support the Livable Streets Plan goals.  Item referred to Comprehensive Planning Committee April 14 at 8:40 am.
  • February 24, 2004 - Staff review team suggests changes in process to concentrate on a master plan for the south end of downtown.
  • February 13, 2004 - Staff review team to meet Feb. 23 to revise selection schedule and process.  More news forthcoming after that date.
  • January 20, 2004 - City Council approves moving to an administrative process for choosing master developer, similar to choosing other professional consultants.  Further decisions on timing of selection process are to be announced.
  • Dec. 16, 2003 - Meetings with developer candidates are scheduled for January 12 and 13, 3-6 pm at the Raleigh Convention Center Board Room.
  • Dec. 12, 2003 - Task force to meet to interview candidates Dec. 16 / 17 to better understand their ideas for the sites and to further develop the framework for a Request for Proposals to be distributed in mid-January.
  • Dec. 1, 2003 - Task Force recommends extending calendar, requests meetings with candidates on Dec. 16/17.
  • Nov. 18, 2003 - First meeting of task force to review qualifications scheduled for Wed. 11/26 from 11-12:30 in Room 228 of the Municipal Building, 222 W. Hargett St.
