Development Services

Development Services is an independent, overarching management structure created to oversee development processes from a more holistic position.  The purpose of the division is to coordinate the City’s development review process across departmental lines, and to seek new innovations in providing services to development customers.

The Development Services Manager, Hamid Dolikhani is responsible for coordinating the activities of the five (5) development departments involved in review and approval programs (i.e. InspectionsFirePlanningPublic Utilities and Public Works), analyzing and implementing new innovative business practices, and resolving developmental review issues across the entire spectrum of city develop­ment.

Jim Tschupp, Assistant Development Services Manager is leading the Business Analysis/Service Excellence team as they establish performance standards and tracking mechanisms to ensure good customer service and process effectiveness. His group is continually working to improve the development review/approval process and drive efficiencies.

Sharon Felton, Public Information Officer is the liaison between the Development Services Team, elected and appointed officials and our external customers in the development community. Her team is responsible for developing new communication programs regarding the initiatives, operations and expectations of the Development Services Program.

In August 2008, the Raleigh City Council approved the creation of a new Development Services Committee (DSAC).  Currently the DSAC has seventy two members that represent different disciplines within the land development industry.  This diverse group provides the City of Raleigh with valuable partners to help develop ideas for process improvements.
